The Town HallImportant Functions: Selection of Expansions, Gold Distribution, Information About the Cities

The Town Hall is the political center of each city. It is the place where City Council members and Mayor hold their meetings and citizens can view important communications and reports.

Lobby

When visiting the Town Hall as a normal citizen, you arrive at the lobby. If you click on the public announcement, you can view important information about the cities and your fellow citizens (most lists can be sorted by clicking on the name of a column).

In case of a tie, various tie breakers (mostly the total time the players have been COW Premium members) may take effect; the tie breakers are not displayed here. If you want to know your actual rank, you can view it in the chart "Player Titles" in the Hostel / your own house.

* Note regarding the values: The first row lists the number of donations the city currently needs to reach the safe zone, or respectively, by how many donations the city is ahead of or behind its next closest competitor. A possible bonus via the City Wall or via additional donations generated by the Arsenal is not taken into account. The row titled "Projection" shows the projected values at the moment of the barbarian attack, taking into account the Arsenal and City Wall bonuses. In the column "Behind," for example, the result thus has to be interpreted as the number of donations to the City Guard that city A would need in order to catch up with city B at the moment of the attack, supposing that city B from now on is totally passive and the Active Citizen factor values and culture values of the two cities remain unchanged.

 

Council Room

1. City Information

Here, the City Council members and the Mayor can access the information that is also available in the lobby.

2. Choosing the City Expansion

The Mayor and the City Council decide which building to expand. Unless a vote is currently in progress, the Mayor may initiate a vote at any time. After completion of the current expansion at the latest, a vote is started automatically.

During voting, the current building project is continued. If it is finished before voting has concluded, the building of the currently lowest expansion level is the next one to be expanded. If various buildings are on the same expansion level, the building with the most donations so far will be continued. Should various buildings tie for the most donations, expansion will follow a default order.

The order is:
Library, Market Square, Bank, Bathhouse, Assembly Hall, Park, City Wall, Arsenal, Town Hall, Church

After voting has concluded, expansion of the chosen building project continues. If the Mayor initiates a vote, votes must be cast within one week. Voting concludes

a) after all votes have been cast, or

b) after 15 City Council members and the Mayor have cast their vote, or

c) after a majority of 8 City Council members have cast their votes for a certain building project, or

d) after one week.

If nobody casts a vote, voting is concluded after one week and the building project continues normally. Voting also ends after one week (around 12 noon CET of the 7th day) if not all eligible voters have cast their votes. In this case, only the votes cast are counted.

3. Distribution of the City's Gold

This function is only available to the Mayor. Using a list of inhabitants, he/she can selectively distribute the city's gold among certain citizens of the city. He/she can also add one comment per transfer (20 characters maximum). This comment (e.g. "tournament victory") is also shown in the Gold Distribution chart.

What the gold is used for is up to the Mayor. For example, it can be used to support citizens in need, or for city tournaments.

The amount of gold the Mayor receive each week depends on the expansion level of the Town Hall.

Important: To avoid nepotism, the gold distribution is made public via announcement in the lobby of the Town Hall. Therefore, the Mayor should deliberate well how to invest the city’s gold.

4. Sending Announcements

Via the message tool in the upper button bar, the Mayor can send important information to the citizens of the city (for example, an alert regarding the barbarians or the announcement of a city tournament). For the Mayor this tool has extended options.

The Mayor can decide which user groups he/she wants to send a message to:

  1. All Premium users
  2. All citizens of the city
  3. The City Council members

In addition, the Mayor can flag the message to indicate if it should also be posted on the bulletin board (default: no) and if it should be sent to users with a certain language option (de, en, both). The messages may have a maximal length of 1,000 characters.

5. Deputy Mayor

The Mayor can nominate a Deputy, who has the same priviliges and duties as the Mayor, except the right to nominate a Deputy. The name of the actual deputy is displayed in the table "Information about the cities". Only one Deputy can be active at one time. If a new Deputy is nominated the acutal Deputy is dismissed automatically.

6. Dismiss Deputy Mayor

The actual Deputy Mayor is dismissed and no new one is nominated.
