Choosing your city is an important decision, which preferably should last for the whole duration of the game period. Furthermore, a player who has reached the status "Active Citizen" is making an important contribution to his/her city as it competes for the title "Capital of Catan." Relocation of such citizens - particulary during the final stage of the game period - may unbalance the game. After careful consideration, we therefore decided to implement the following rule change.

During the last 42 days before the end of the game period, COW members with the status "Active Citizen" will not be able to relocate to another city. Members who do not have this status are not affected by this. The already existing restrictions for relocation remain in effect.

The rule change becomes operative in this game period.
